I was very pleased to return to the University of Warwick—and to the Department of Economics—to deliver a guest lecture titled “Mobilising Climate and Development Finance: From Billions to Trillions… to Millions” on Friday, 27 February 2026.
This visit carried a personal meaning for me. Warwick is where I completed my PhD in Economics in 1995, and I remain deeply grateful to the Department and the wider Warwick community for the intellectual foundation and lasting relationships that shaped my journey.
In the lecture, I focused on a central challenge: the issue is not the lack of money globally, but the ability of financial systems to deliver climate and development finance at the required scale—quickly, affordably, and with effective governance. I argued that moving from “Billions to Trillions” requires practical reforms to the financial architecture, unlocking private investment at scale, and deploying innovative instruments that can accelerate real-world climate action and sustainable development outcomes.
I was also grateful for the thoughtful engagement during the discussion and Q&A, and I would like to thank everyone who joined us for the session. Finally, I was happy to gift a copy of my new edited volume to the Warwick Library: Policy-Driven Climate and Development Finance: Strategies for Equitable Solutions (De Gruyter, 2026).
