Dr. Mahmoud Mohieldin Discusses the Trilogy of Climate Finance, Development Finance, and Policy at the British Embassy in Cairo

Dr. Mahmoud Mohieldin, UN Special Envoy on Financing the 2030 Agenda for Sustainable Development, participated in a discussion of his book, Policy Driven Climate and Development Finance, hosted by H.E. Mark Bryson-Richardson, British Ambassador to Egypt, at the Ambassador’s Residence in Cairo on Sunday, 18 October 2026.

During the discussion, Dr. Mohieldin highlighted the interconnected trilogy of climate finance, development finance, and policy, emphasizing that mobilizing financial resources alone is insufficient without development-oriented priorities and effective policies capable of translating commitments into tangible results.

He stressed that climate action should be viewed as a driver of economic growth and sustainable development rather than a competing priority. He also identified three fundamental shortcomings in the global climate finance architecture: insufficient funding, inefficient financing mechanisms, and inequitable access to financial resources, particularly for developing economies.

Dr. Mohieldin underscored the importance of integrating climate objectives into broader development strategies, strengthening institutional accountability, advancing technology, and expanding public-private partnerships to accelerate implementation.

Addressing Egypt’s energy transition, he emphasized the country’s renewable energy potential and the need for affordable financing, predictable regulatory frameworks, and greater investment in energy infrastructure.

The event brought together experts, researchers, and Chevening scholars for an interactive exchange on climate and development finance, debt sustainability, the cost of capital, and the role of effective policymaking and international cooperation in advancing sustainable development.
